Resending invites

When loan officers resend invites to borrowers because the borrower can't find the invitation or they can't sign in for some reason, the borrower gets the message to start an application, which we don't want them to.   What are we doing wrong that the borrowers continue to complete new applications?

  if they get into a new app they should be able to click on their name at the top right and click on switch application
