No address yet box (purchase)

Our loan officers are finding that when the "No address yet" box is checked that the loan file will not export to Encompass. It gives the error: Lender not licensed in subject property state. This has only recently come up. We found that unchecking "no address yet" and putting TBD and the city and state will allow the application to export. Is that box retiring and this is the new method?
